About the Speaker

Hon. Raul B. Villanueva


Deputy Court Administrator Raul Bautista Villanueva is a product of the UP College of Law and took his pre-law studies at the UP School of Economics. He is a FBI, a Full-Blooded Ilocano, and hails from Narvacan, Ilocos Sur. He joined the Judiciary more than 18 years ago upon his appointment as Presiding Judge of Branch 255, Regional Trial Court, Las Piñas City. During his stint in the bench, he discharged his judicial work with distinction and disposed of his cases with much expediency, earning him nominations for Judicial Excellence, served with prestige and eminence his fellow Judges in Las Piñas as Charter President of the Las Piñas City Judges Association and rose to be the Executive Vice President of the Philippine Judges Association, and recognized for his administrative adeptness by being designated as Executive Judge of the RTC, Las Piñas City. He joined the Office of the Court Administrator in 2010 with the rank of an Associate Justice of the Court of Appeals and, since then, been involved primarily in supervising trial judges and court personnel nationwide. His present position qualified him to head various committees in the Supreme Court, be involved in drafting rules, developing policies, piloting reform initiatives and implementing programs to further promote and enhance the administration of justice. He is into teaching, lectures in MCLE programs and is a Professorial Lecturer of the Philippine Judicial Academy and the Vice Chairperson of its Court Management Department.
